I've been looking at the CME's website... the contract specifications still seem to a minimum .50 fluctuation/tick.

you are quite astute - you are not going crazy. The tick size has changed to 25 cents.

Due to customer demand, the minimum tick size for the CME NASDAQ-100 and CME E-mini NASDAQ-100 futures will be reduced from 0.50 to 0.25 index points on Sunday, April 2, 2006. The table below summarizes the changes:
