Quite viable to do it with a "proper" programming language such as C++. Java etc on virtually any PC hardware. Obviously not through IB feed with only 100 symbols. I think there is poster on ET that does it with Excel with several updates per second.
Maybe SPY is a decent proxy. I don't know.
