According to Charter the problem was with the Quest backbone, which is how it affected pretty much every state where Charter has customers.
I finally got networking back.

IB problems only... not internet.
ET stayed up and refreshed when IB was disconnecting. I counted 4 times minimum, 1 was about 3 min so I restarted TWS.
Not complaining, stuff happens, just adding to this info thread.
