IB cash account opeining minimum?

I know $5k is minimum for open non pdt account, can i later withdraw $4k and just leave there $1k?

I don't want to trade with IB yet, but want to have access to data from international exchanges?

Is it possible with $1k or $2k in IB account and not trading?
