IB API in fast stocks takes 30 seconds to submit order

Placing API order in AAPL and GOOG with IB-TWS during fast periods can take up to 30 seconds. Pretty unacceptable.

Any brokers out there that can handle a fast security and won't take 30 seconds for order submition?
