So here I'll spell it out.
Elector numbers, like representative numbers, are distributed per population data, which can only come from an official source like a national census, which are not taken but every ten years. Thus, house reps and electors will always lag population growth by as much as ten years. In effect, the number of electors will always represent a demographic that is, on average, 5 years older.
It's arguable this is exactly what we want, and exactly as it was intended.
