It has nothing to do with commissions paid. They gave you back 4K because they examined the situation thoroughly. They concluded that 4k was their fault. They are an honest firm which stands behind their product.

Anyhow, tough day for IB customers. I'm not making excuses for them but I have never had a significant connection issue in over 20 years. Also, I believe most of the customer reps are working from home so this would be especially difficult for everyone. Try to see the big picture - they still have one of the best records for reliability.
I expect things will be fine tomorrow.
