Thanks for your humorous recollection of the interview. Somehow I knew there would be more to the story than just that one line description provided by the reporter.
Very interesting solution. I have never heard of that type of arrangement in the public sector. At the risk of showing my financing naivete, how common is this arrangement in the private sector?
This solution could be more appealing for several reasons, in my opinion, from a donor perspective, than making a one time cash donation. Any idea how low the amount of total principal guaranteed could be set that would still attract attention from entities that could reasonably be expected to reach the performance goals?

the secondary band can be prolonged as explained.
you suggest that after the secondary testing HVBO bar(s) appear.

For each case their is a solution written in Boolean Algebra whereby a RDBMS can reach and signal the solution.

A person picks another slower fractal to determine market Sentiment. He can use channels for this. Warning: channels are not explained expertly in ET. Many misconceptions still prevail. end of warning.
By trend definition of bar extremes only, at a point wher a more extreme bar fails to reach the left boundary, then overlap begins.
With the beginning of overlap the sentiment is in flux until and FBO or a BO terminates the flux of uncertainty. Financially this period is just a pause in money making and goes unconcerned with respect to effectivenss and efficiency.
By having slower fractal that the system tractal, the two tractals provide for the frequency of actual trading segments.
I use a 30 minute timeframe to have a slower fractal be observable.
The 30 minute time frame observable fractal allows "hold thru's" on some 5 minute reversals.
For normal trend a reversal is followed by two "hold thrus" then another reversal ocurs.
For drift trends always an odd number of 5 minute segments prevail.
As always there ae "incomplete" type trends. these "fold" into the system.
For the purposes of trading manually, the Modrian Table defines all turns.
some turns are for certain hold thru's.
Others are trend reverals upon occasion in a trend
I have a table in smae format as modrian is for turns where the cases for turns in trend type context is fully articulated.
I also have a flow dhart of the "c" turn functionality with respect to the above.
Fortunately, I do not have to deal with "Young Money or "wolves of wall street" (see relate books and movies which miss the point of the purpose of the financial industry and making big money.

Not too long ago, I rediscovered some of the camtasias from early in 2007 which helped me put the pieces together on a couple of the medium and fine level tools. As a result, I have just about run out of questions for you, with one exception. Of the many topics you have written about in ET over the years, I do not remember any that explicitly addressed the question I recently asked of you here and that you answered with the comment quoted above.
Would you consider addressing the subject? Of course, each combination of learning trader and mentoring trader is unique and perhaps the most accurate answer is "it depends". Given your extensive experience in helping learning traders, I would very much appreciate you sharing your perspective on the process.
I notice very few new posts from you lately. I hope it is not health issues that have diminished your recent posting activity.
