I will concede I may be confusing other sanctions against Huawei, with this case, which seems to focus on just government & affiliates. The government and it's hires are welcome to make contractual changes (if lawful) as they see fit. US vendors are welcome to file for breach of contract if such occurs.

I never said otherwise. In fact, I'm arguing that companies having standing in foreign courts is a good thing.
Yes this is not a case of the President telling Americans, don't buy Huawei they are evil. it is a restrictive covenant in military contracts.
I agree companies having standing is a good thing, my point is that it rarely works haha. Even Iran tried to sue in U.S. court when their assets were frozen.
