How to start using this automated trading system I just downloaded...?

I got the Monarch ATS from this link but I don't know how to start using it!? I have an account with IB and I have been using the Java API. This isn't a Java API system I assume by looking at the files, so how do I start using this thing? Thanks.

There's 2 parts. The system which is written in java and the ui in c#. Unzip. Got to bin and click the bat file. That starts the system. Click monarchui.exe that starts the gui
