Charging extra commission for a POA is not common practice.

Matt is correct though, a broker can not allow anyone to trade their account without appropriate permission (and they would be foolish if they did for a host of what should be obvious legal and regulatory reasons). Certainly the client agreement will have that clearly stated as well.
