how to buy ipo share?

hi, more and more chinese conpany go to public in usa market,qihu will go to public in the future now ,please see:

citibank is the underwriter,if i open an account in citibank , can i purchase shares in the ipo?

someone tell me ,ha ,you are internatianal investor（i am a chinese）, you can't buy ipo stock,only usa citizen can purchase shares in usa market ipo,

is that true?
 
You have to contact the underwriters to see what the availability is. As a general rule, the better the IPO, the less shares available since preferred customers get first priority.
