How often does IPE goes down???

Interactive Brokers will soon launch the International Petroleum Exchange (IPE) for trading Brent Crude, Gas Oil and Natural Gas. But I was wondering how often this exchange goes down and for how long because you can’t hedge your position compared with ES and NQ for example.
