The Chinese that are subcontracted to produce these products, often use cheap or illegal substances. Lead for instance, is often used in the manufacture of plastics. It is outlawed in this country, and if discovered the products will be recalled in the USA, so I doubt American companies are asking them to include it in the plastic production. I don't hate the Chinese, I'm just repeating what I read.

So, here is the whole story. American toy maker contract a well-known chinese manufacturer for toys. Then that company sub-contract it to another entity which is a friend of the CEO. That company switch in the lead paint for cost reason.
The company that got the contract didn't check for the lead paint. This is also true for the American toy maker.
