How Many Traders Were Stopped Out on Tuesday Because of the NYSE FUBAR Hybrid System?

I don't understand your point. Are you saying that news sources are saying that stock prices were not affected by the Dow computer error on Tuesday? In your example, didn't CVX break its Tuesday low later in the week? So in fact, the computer error on Tuesday (in the case of CVX) had little to do with the fact that CVX was destined to go lower.

I feel like I am not understanding something in your post though.
