Would it have prevented this crime if enacted after the fact or even shortly before? No. You don't eliminate a problem that has taken decades to create with one fell swoop. However, ignoring an underlying systemic issue reminds me of someone:

There is a law against murder. Meanwhile, people still murder. Does that mean the law is meaningless and should be abolished? Gun laws are about dialing it back. It won't make a difference tomorrow, just as no structural change of any kind will. But if you make no changes now, don't expect a different future.

Is the solution then to make it legal and to make alcohol accessible at the school cafeteria?
