How good is TWS scanner?

But I haven't found yet a tutorial video explaining how to do technical scan on TWS.
All I find are videos showing how to use scanner with the filters already in the platform.

But for example, if I want to scan for stocks that last close was the highest high for the last 15 days, I can't find how to do it :(

FWIW, this might be a recent thing and I haven't tested it thoroughly, but it looks like they have EMA-based scans that can be used. For example, below looks like the scanner for BULLISH_LAST_VS_EMA20 does return something as opposed to barfing which implies that it might actually work.
Ah, I see what you mean. In these scanner cases are the EMA's calculated by IB and then a list of ticker symbols sent to the client. I'm not very familiar with scanners but have the impression that such ranking lists are only available for a select few EMA settings, and that it does not offer the freedom to define what the lookback period should be for the EMA calculations.

I interpreted the original question differently: namely that a ticker symbol is sent to IB and the EMA returned. Sorry about that.
 
TOS has the best custom scanning.

IB has many scans , for many markets , and you might get lucky and be able to tweak enough variables to get what you need

Yes, now I am sure IB TWS doesn´t allow scanning with your own custom indicators.
Only problem is that TD Ameritrade won´t open an account because of my country of residence.
Btw, do you know why is that residents from some countries aren´t allowed to open brokerage accounts on the US? I mean, is there some regulation or law, or does it depends on my own country? I would like to know so I can address it here
