How does S-1 filing process actually work?

Today PLBY made a public offering of 4m shares on an S1 filing.

As far as I understand, S1 is for IPO and PLBY's OP was a year ago, so how did they file another S1 just now? Shouldn't it be an S3 filing?

Is there a way to anticipate when a company issue shares? I didn't see any financial struggles in PLBY's balance sheet.

This is a secondary rights issue...you may want to start by reading that S1 cover to cover.
