How do you create a cartoon looking User Pic ?

How do you create the cartoonish looking profile pics
you see in chat forums etc?

I assume you paste a pic of yourself to a program and
then it creates one for you but I have not found it.

The app you need is called Philm. Look it up on your phone's app store. You just take a selfie with it and apply the filter that gives you the cartoon look.
