How come there's no Moscow Mercantile Exchange?

There is no Moscow Mercantile Exchange.
BUT There are
Moscow Exchange : Currencies
Moscow Exchange : Futures (incl wheat, sugar, soya ...)
Moscow Exchange : equities and indices
Moscow's Derivatives market is one of the largest in the world.
IB doesn't offer these products.
I doubt there is cabbage futures in this world.
The next question might be :
Why no China Mercantile Exchange?
