How come i can still short??

i saw the pdf on the SEC website...gnw and BK were on the list...


but i jsut entered a sell short order for GNW and it went through???

I'm at IB... and it looks like I can still short.

That list of 799 stocks is ALL common stock...
Apparently related non-common stocks of these companies...
Can still be shorted assuming they are located/borrowed first.

Can someone confirm this please?
