How a troll is allowed to destroy a forum section

As all of you know, there is a new troll here who has waged a war on this section, and even though many of us have complained, this person is allowed to continue the assault. I received this message earlier:

Ok.. The problem is, he's waged a war here, and yes, I have him on ignore, that's why I only see ten threads at this moment. If I log out, I can see the full thread count which averages 19 threads/page.

Since the "annoying nuisance" is going to be allowed to pull his shit, it seems the posts here will dwindle, and that's a shame. My reply to the PM:
"So would it be cool for me to post a bunch of useless, annoying stuff in an attempt to run his threads down the page as he does ours? Is this what we'll have to do in order to keep actual discussions going? He's waged a war on the politics and religion section, and it's literally lowering the post counts. So, he's winning..."

of course the troll is misrepresenting the point of that thread in which we stated the early polls were very slanted and predicted they would adjust but election day. Which they did. Predictions of a landslide? Not serious ones.

Even with the jem algo adjusting the polls to balance, Romney at best had a lead of just a few points outside the margin of error.
And, it bounced back after Christie gave obama the hug after the storm.

That thread was all about the polls being slanted. I kept reminding ak that polls do not make predictions... they sample what would happen if the election were the day of the poll.

No shit I've got him on ignore. That's why 19 threads turn to 9-10 all of a sudden... Open your eyes. He's driving down threads with his spam, and that's caused less posts as most don't have the time to wage a war with the paid faggot. I don't have the time, nor will I make the time to do "battle" with an hiv-infected queer who's literally decimated a CAPITALIST BOARD where TRADING is the main theme.
