I have no doubt this ID will be banned. However, this nutcase will just come back under a different ID. The IP address must be banned, not just the ID. Some message boards already do this.

Yeah, this is exactly what he does - under one of his earlier id's, infoo, he bragged about how he could change IP addresses at will, and that he could never be banned.
