It is a scam, but I assumed that TED is checking people before giving them a forum. I have already followed many items that were presented on TED, and most of them are interesting and of a certain level. That's why I don't understand what this boy is doing there.

Notice that this is TEDx and not TED. TEDx are independently organized events, so the organizers could have been anyone... including the clown giving the speech
