Make all territories states.4 of the 5 territories are as liberal as Hawaii or more and the 5th would be a purple state.

None of the other territories have a population of 200,000 so they won't be in a discussion. However, there has been talk of combining the Pacific territories with Hawaii and making them greater Hawaii. If you combine Guam, American Samoa, and the Northern Mariana Islands you're getting close to 300,000 people which could make the difference in adding or keeping a House member at some point. Combining the USVI and PR would make sense as well (even though they are culturally very different).
Adjustments would be made over time and in the long term it would be best for PR imo.They aren't doing that well on thier own
Dems can make it happen with a Dem Pres and simple majority in both Houses.They can make the discussion.
They aren't fully on their own and they would probably be doing worse if they were. They have the highest GDP/capita by far of any Spanish speaking country in the Caribbean.

This is despite having few natural resources. As I mentioned before, being able to change their tax code to entice American investment is something no other country in the world can do, because of the taxation by citizenship status of our country.

Crypto colonizers? Can't take these people too seriously. Without Act 60 nobody would be investing in the country at all. Hardly pillaging the country of its resources and killing the Native population. The smartest thing there was mention of the Jones Act which is a protectionist disaster that should be repealed. It's probably one of the dumbest laws we have on the books. Even with that bill we basically build no merchant ships.
