Yup. History's richest people are always the Kings and Despots. They take an override off every person and company in a country etc... "Tribute".

The article while interesting is very inconsistent in how it characterizes the wealth of the rulers. Genghis doesn't get credit for the economy he ruled, but Stalin does. In the text for Akbar, it said India's wealth = England's but they didn't count it towards the absolute monarchy of England but they did towards the Mughals.
