Historic Data Scanner - Equities

Hi i am wondering if interactive brokers (preferably) or any other free resource has the ability to run a historic market data scanner (only EOD data). I currently use finviz at EOD to get top gainers/top losers. Does anyone know if it is possible to select a date over the last 1 day to 6 months and get a list of tickers?
 
Since it's daily data, the most flexible method will be using a charting software(e.g. Metastock, Amibroker etc) and download free data from Nasdaq or Yahoo Finance etc or paid data like eSignal. For charting software, some scripting knowledge may be required.
