I suspect she's also thinking that because she has a cozy nuclear-proof bunker somewhere, she would be "protected"... so no worries about starting a nuclear war. Problem, what kind of world would remain in the aftermath to be goddess over? (While she looks like she's already lived through the 10,000 year half-life of radioactive nuclear decay... she hasn't.)
