There is reasonable chance that your conclusion is right, I can't deny that. On the other hand any of Sander's proposals are far more likely to come to pass than say building a wall, one that just got ten feet taller, along the entire U.S./Mexico border and getting Mexico to pay for it, or rounding up 11 million immigrants here illegally and their children who are enrolled in U.S. Schools and deporting them back to Mexico, or killing the families of terrorists, or that Trump won't have to return money to those he defrauded in the Trump 'University' case. There are a number of other things that I could have added to this less-likely-than-Bernie's-proposals-list, but you get the idea.
