I think Israel has seen it's ties with the U.S. weaken by "deeply negative signals" sent by the current administration. Forcing Israel to give up land when the promise of U.S. intervention in regards to the nuclear situation in Iran falters ain't gonna fly with the Israelis.

When their faith in the U.S. to back them is no longer there, they will act in their own defense, with preemptive strikes. The U.S. has kept the collar on them, but it's about to come off.

Hilary and Biden can yell all they want, they don't care.

While the world probably questions the current resolve of the U.S. they know Israel won't take shit off anybody, Mideast will probably like it better dealing with the U.S.

Iran has openly admitted they are working towards that goal. No they do not have them yet, but why would you wait if your goal is preemptive.

And yes Iraq had chemical and biological agents, they had already used them in conflicts with Iran and on the Kurds. When you give someone enough time to move them before you come knocking on the door............ guess what?
