I agree it would be a good use of military personnel, to pull back from world-wide bases with nebulous and dark missions, and establish bases on the southern border x miles apart.
Then, i propose the wall be dual purpose.
I propose a high speed rail system running from coast to coast, at least as advanced as China has, if not better.
The rail system will need to be well off the ground to be safe from animal crossings and tumbleweeds. So the rail system will be mostly a wall in and of itself.
In addition, the rail system could have additional walls on each side of the tracks to further protect from people and animal crossings. With three lesser barriers, with high speed rail in between, it may well serve better than one, single purpose, more grandiose wall. With military regularly deployed on the train (and at regular intervals along the track), it may be easier to monitor the lesser walls on each side of the elevated rail line.
The high speed rail system would become a tourist experience, and towns along the way, and at either end, would receive a boost in economy.
Finally, the high speed rail system, with a fence on both sides, could also become a tourist experience (or straight up utility) for Mexicans too, whose fares might eventually pay for the wall over time, like a toll bridge.
Finally, the whole thing would be easier to sell this way, as either dual purpose, or single purpose (high speed rail). A high speed rail system will need to be protected, so we could achieve a "wall" as a secondary benefit.
Why do i have to think of these things? It's not my job. That's what Trump, the builder, was voted to think through. How is it all these smart people, nobody has floated this idea? Too busy thinking of titillating tweets? Too busy picking distracting fights?
