Just yakking here but if the SEC is an agency of laws rules and regulations, the focus and expertise would be on laws rules and regulations and not on the functions of trading. I understand how they are entwined but a lawyer is not concerned with the MO's of bank robbery but is concerned with the law as is a judge.

SEC is finished. Just listen to the rhetoric.

What you get is much more onerous, but at least be on the take. For a few years, anyway.
