In Addition to what Convertibility wrote, you may wish to consider the possibility that some of those incremental revenues were the very result of the spending on stupid stuff that you refer to, as the companies that the government bought the stupid stuff from were taxed on their resulting inflated profits. Regardless, the net result was not so positive for the country as a whole since it sunk into deeper debt as a result. The thing about accounting is that it is a double-entry thing, and you can't just look at the shiny part and ignore the other side of the ledger.
