The ETer that started this thread said that his TWS told him of the 16 September date. My post was from a Communique sent out by IB.
If I had to guess, and I am, I'd say it is a left hand - right hand problem. The October 10 date was in a formal announcement which probably had to be approved by a handful of managers, the TWS pop-up was probably prepared by a programmer who did not get the word that the date had been changed.
Perhaps IBsoft or def will notice this thread and we will get a confirmation of one of the dates. Of course you can always open a trouble ticket and see what kind of response you get.

The key is in the very first sentence of the thread:
"My TWS ( build 831.9 ) just told me, that i need to upgrade, because it wont be supported after 16, September."
The 831.9 is quite old and had been scheduled to be desupported for a while. The magic date for that version was Sep 16.
The 851 is brand new and we deemed 1 month to be a reasonable time to upgrade. The magic date here was Oct 10.
I will ask the support to increase all the dates to Oct 10.

Followup:
We moved the Sep 16 date to Sep 19. The date only affects builds lower than 832.
Right now I'm getting "Page not found" when trying to download the new software. This will be remedied before Friday I hope?
Installed 851.9 today and found out that sellshort orders are replaced with sell orders. Missed a couple of winners.
WL Broker Adapter is now broken and needs to be fixed.
So, while figuring out first steps in Borland Delphi, does anyone know where that open source IB broker Adapter sample file can be found? It was removed from their site but maybe someone has it. I found a VB and a buggy Delphi one for MB Trading in WL Board, but would like to take a look at the original.
If i finish it, i will publish it.
