In politics at that level, you have to consider the possibility of permanent government influencing the selection of elected leaders, i.e. the tail waving the dog. Even if they don't field their own stealth candidates, entrapment and selective enforcement could be used to game elections and electability. I'm not saying that is happening here. I'm just saying I wouldn't be surprised.
Hillary and Bill are certainly members of the club, but I'm sure the club has its own politics as well.
