Follower of Mr. Phillips' mailing list here. Wasn't gonna get involved, but since Scott kindly asked to sing out loud and proud, I'll chime in:
Some time back I asked to see his so advertised Flagship stocks momentum system v2.0, in which I had an interest, which was part of his Systems building masterclass.
We had a discussion, I said I did not want to buy the entire Systems building bundle for $700 if the only thing I wanted was the Stocks momentum v 2.0. He agreed and sent me the python code of the supposed flagship momentum system.
Being distrustful and skeptical as I am, I ran a google check on the source code and found out guys at Github and Quantopian (plus other sites) essentially provide the source code for free (1) , which was 1:1 with what Scott sent me. I was shocked. He claimed the code was made by a real programmer for him. But the very code he is selling is also publicly available on github, and is developed by the Quantopian community and also available on their site (2).
So it seems what Scott has done is simply rip off a copy of the system, developed by the Quantopian community, then brand it as "his own expanded and upgraded version" and bundle it as a premium flagship product as part of his Systems building masterclass, selling for $700.
Since I had to decide whether to follow financial advice from Mr. Phillips, I did more research on him and discovered he's a convicted porn spammer who was fined a couple million dollars as recently as 2010/2011 (3) and who was jailed in 2006 for a five year sentence (4) on violence and torture charges.
As for the Holy Grail system - he does provide the rules for free in his video, but they are partial. You need to get in contact with him and sign up for mentorship to get to know more.
The rules are dubious with quite some gray discretionary area which is not explained and open to interpretation.
However Mr. Phillips gives tantalizing promises of profits in the range of 600% per annum (50% per month). It's like he has a license to print money.
Given that Mr. Phillips has engaged in "systematic and studied deception" (5) before, what's to stop him from continuing this practice, this time about systematic trading? He's certainly not a rookie when it comes to designing systems...
