Military bases overseas are there to insure multi national corporations profits from siphoned off natural resources of indigenous peoples. Cozy generational relationships with landowners keep profits out of banana republic treasuries.
Its why sugar and everything its in doesn't cost enough to build
banana republic infrastructure to what it could. If South Africans had shared in the bounty from strategic and precious metals and diamonds those shanty towns would be up scale developements.
