I've been almost everywhere in California and the state can be summed up like this:
The coast from Crescent City to San Diego: Beautiful scenery, but completely overrun by homeless drug addicts (usually meth/fentanyl)
Central Valley: Redding down to Bakersfield completely overrun by homeless meth-heads
Northern interior: Fire-prone forests without much population
Sierras: Fire-prone forests, Lake Tahoe and Mammoth Lakes are both beautiful and probably the best/safest places in CA to live if you have money with the least amount of homeless addicts, but expensive
Southern interior: Extremely hot desert with its fair share of homeless meth-heads for being a low population area

Homeless addicts are a major problem in most places in the state. It is not wise to leave anything in your car. This is not true in all of OR. Their problems are mostly concentrated in cities along I-5 (the worst being Portland). The coastal towns tend to be much cleaner. East of the Cascades, Bend has some homeless people, but nothing out of the norm. WA is also mixed. Vancouver, WA is significantly better than Portland. While Olympia seemed cleaned, Seattle is awful and even worse is Spokane. 30 minutes from Spokane is Couer d'Alene, ID where I didn't see a single homeless-looking person. In fact, it might be the nicest small American city I've visited (I also like Annapolis, MD). ID doesn't put up with the same nonsense that WA, OR, and CA do so a lot of people from those states are moving there.

The politics are responsible for the inability to recover from a natural disaster in a reasonable period of time.

The politics in Texas are also directly responsible for Houston not having the necessary infrastructure. The Republicans in the state deliberately refused to fund the building of the necessary levees and flood control infrastructure in the Houston area after Hurricane Harvey in 2017. "Why?" do you ask. Well because the Republican legislature was not about to help a "Democratic city".

Likewise the electric company, Centerpoint, is a state regulated utility. The state of Texas under Greg Abbott does not require the power utility companies to align with the standards in the rest of U.S. in regards to maintenance, staffing, recovery, etc. Texas does not even have compacts with other states to have out-of-state utility workers to come in and help. Hurricane Harvey (2017) was a major storm that dumped 30 inches of rain on Houston. The storm clearly demonstrated what needed to be fixed in the region of Harris County. Now a mere Category 1 storm, Beryl, with much less rain can cause a disaster in the city.

I have also been to most of them within the past few years. The largest metro area in this country I have not visited is Grand Rapids. The largest city I have not been to is #73 Plano, TX. I have also been to every Canadian province and major city. Now, I don’t stay very long in every city, but I always like to checkout the downtown area whenever I go to a new city to get a vibe of what it is like.

In CA I have been to:
