Child labor, 80 hour work weeks, unsafe working conditions, company stores, consumer safety, industrial plants dumping waste into rivers, unsafe and untested drugs, predatory marketing, price fixing, union busting... all this and much more are controlled through government regulations.
Big companies did not stop these practices on their own, only through government regulations did they change their business practices. And even with these rules it is still a constant effort to catch business trying to get away with breaking the rules, just think what would happen if there were no rules.

I think the only thing we may ever agree on is that billions of oil profits should have been spent on planning contingencies for such an event. Most probably thought measures were already in place.
