The thing is, this zones attract maniacs, because they know there will be no fighting back. The mere fact that they wouldn't feel safe and wouldn't have the security that they could make the greatest number of victims before someone shoots back would correct this. Even if most teachers aren't effectively armed. Because they would concealed carry, every adult in the school is potentialy a person that could draw a firearm and kill him and then his goal would be dead and there's no way he can know which ones are armed or not.
This would make this proposition even more effective than a security guard in every school, since due to cost, there couldn't be too many of them and they would be targeted first because they are easily identifiable.
But when each and every adult in and around the school might be carrying a gun, he has potentially a lot of people that would shoot him down and there is no possible way to identify or neutralize them before killing others.
So, in effect, the real objective of the idea is not to make teachers engage in shooting with maniacs(this ist he last resort, worst case scenario), but effectively end the effect that draws these lunatics to schools and prevent this from ever happening in the first place.
