Why this would be surprising to anyone is what surprises me.
The California DMV has become completely dysfunctional since the budget cuts.
People commonly drive a new car with no plates for 6-8 months before they receive their license plates. When I renewed my drivers license it took 6 months before I received it.
The good news is that they are very slow to enter traffic infractions into the system so the insurace companies can't determine if a person has received traffic tickets or not. People tell their insurance company anything that they want nowdays.
The biggest violator of this 9/11 license plate program appears to be Arnold Schwarznegger who raided the fund to close the state budget. He was a republican.
