I don't know either, Spy wrote Montenegro, there are no Montenegros in the USA and said he/she/they didn't have a vote in the USA, so was just giving an outsider's perspective.

Probably as well if not there. I saw a stat that next door Croatia is the 2nd safest place for lone female travellers, after Japan, in the world. Montenegro is a far rapey-er 26th.
