A lot can be fixed with a few notes from the President. We'll see how long he puts up with Congress before he starts making decrees. His powers give him ultimate authority if Congress is unwilling or unable to act in an Emergency.

Well... President Trump isn't going to sit around and wait for Congress very long when he has vast emergency powers that were codified for this type of situation. He'll do what he can with or without Congress.
