I didn't have much luck. In Europe there were a few cell phone guns other than that not much. I decided to research the legal defintion of a weapon. If weapon has a broad enough definiton then anything could be a weapon and the officer would be correct.

Not defending, but perhaps the officers point was that waving a small object around in your hand in front of an officer who's writing you a ticket might be a good way to get yourself shot.
