It seems manipulating stock prices up is allowed and even encouraged.

But don't dare try and to use exactly the same manipulation methods to push stocks downwards.. you risk ending up in jail.

Yes, only upward manipulation is ok You can try to "smack" it, but good luck getting short shares and/or margin.
