This is a thin case against the alleged culprits from the Denver Minerals Management Service. The trouble with any investigation is that there is always a bias towards a result at any cost and the individuals accused are put under very uncomfortable pressure.
In essence all that was happening was that the alleged culprits together with others were just having a good time from time to time, partying, drinking and copulating on occasions with some of the office women.
""wholly lacking in acceptance of or adherence to government ethical standards," wrote Inspector General Earl E. Devaney, whose office spent more than two years and $5.3 million on the investigation."
