It never crossed my mind until my family moved to a wealthy neighborhood in the north suburbs...not that far from Chicago. Only a blind man can not see the inequality & investments to divide neighborhoods.
It's also built into the insurance industry, housing markets, rental markets, school districts, gender employment, and so on.
I then understood our Infrastructure that's used around Indigenous America's reservations, Urban communities, and divisions within Urban communities as a way to separate immigrants and the great migration of ethnic populations that relocated from one region to another region in America...

Pete Buttigieg (your intentional misspelling of his name says a lot about you) has it right about America's Infrastructure and that Biden is slowly correcting such as removing the toxic lead pipelines from Urban communities (more expensive)...first...before removing the toxic lead pipelines from the suburban/rural communities (less expensive)...
Removal of toxic lead pipelines from Urban communities was something that Trump refused to sign in his last days of the Oval Office. Payback against those who voted him out of the Oval Office.
No need to make it up...it's our America.
