Google Sheets formula to scramble words and letters.

Is there a spreadsheet (Google Sheets) formula that will scramble words and letters using a PIN number?

Example:

• PIN = 4678
  
• EliteTrader x 4678 = ghr4567Hre
• ghr4567Hre x 4678 = EliteTrader

I'm interested in putting all my usernames and passwords onto Google Sheets and would like to access the data with a PIN number.

Also take a look at KeePass. It is open source and free.
