Can anyone recommend a Good Trading Platform for a Beginner to Trade Options.

Optionshouse. Clean and simple web based interface. Low commissions.

More importantly, an adequate risk tools that has greeks, slide risk and position risk manager that will flag you.

You should probably at least look at TD Ameritrade's Think or Swim platform.
Commissions aren't the cheapest but the tools are intuitive.

Looked into Think or Swim but they only allow you to open a account if you are US Resident. Will check out the other companies recommended.

I don't like optionshouse's interface ever since they merged with OptionsMonster. There are a lot of bugs with it, such as not being able to type into the ticker search bar sometimes. I suggest opening an account with Tradier and using that to get a free LiveVol account. The commissions there are also very cheap, $.35 per contract (min $5).

LiveVol Core does not have order ticket generation. You have to go through Tradeir's cumbersome order submission page on the web.

There is some valuable information in the Livevol Core product. You get the fully functioning screener found in the full product. It has order statistics. No modeling. I have no idea how you would go about trading options without modeling your trades.

I haven't traded much, but Tradier's execution seems good. Also, It's very subjective when it comes to spread fills if you don't see actual metrics.

This video from Jan.2, 2015 shows trading stocks and options with the Livevol Core platform with Tradier.
He generates trading tickets starting at about 1:30.

Has this been changed?

Good thing you brought this up. There is a one click order ticket from the chain. I am not sure about complex orders.
