Not paying taxes owed is one kind of say that you are not permitted. Which makes me wonder what would happen to government if after computing the amount of income tax owed you were allowed to distribute and apportion your tax dollars among the panoply of government functions. Lets say you could write in x dollars for the DOC, y dollars for DOE, z dollars for DOD, etc. I wonder what that would lead to. That is to say suppose we funded government the same way we do non-profits, by deciding which causes we will support and which we will not. Then would we get free mailing labels from Health and Human Services as an inducement to give them some of our tax dollars; would the NSA sponsor a fancy 1K$/plate black tie dinner; would Head Start put on a 24 hour telethon ; would the CIA send us a Tee Shirt depicting someone having their head pushed into a toilet if we agreed to earmark some of our taxes for their "Special Rendition" program?

Probably end out with a lot of tote bags if you are planning to follow an NPR model like that. Might want to think that through.
